Leadership in this phase
It is especially in the implementation phase where leadership takes its most important role. Commitment of the leadership is the single, most crucial aspect for quality initiatives in VET organizations as commitment of the staff can only be reached, if teachers feel that the management fully stands behind the quality initiative. As long as only planning is concerned, many people do not feel the impact on their daily work and the way, they have been doing things. Only when projects get to realisation, then very personal and emotional resistance can occur. When in the planning phase first denial can be faced with proper information about the background and reason and objective of the quality initiative, avoidance of chaos and frustration in the implementation phase needs more effort: it is the team that is responsible for the work to be done and it now needs full support by the leadership.
